Luxembourg likes to point out that it was under its EU Council Presidency that the member states adopted a tax package in December 1997 leading, among other things, to the implementation of a code of conduct on corporate taxation. Will the Grand Duchy be able to boast of a similar achievement at the end of 2015, as plans mount to eradicate national regimes that encourage aggressive tax planning by multinationals? There is room for doubt.
