The European Commission intends to significantly overhaul the EU’s electricity markets in the coming years, a leaked draft communication seen by Europolitics reveals. It focuses on the need to improve cross-border trading to send stronger price signals to consumers to balance power markets better and to tighten the regulation of capacity mechanisms. The leaked draft communication, entitled ’Launching the public consultation process on a new energy market design‘, is set to be published in its final form on 15 July as part of the energy union’s ’summer package‘. It will be available for comment afterwards. The Commission would then prepare changes to almost all areas of legislation and regulation relevant to the electricity market. The communication lists the electricity directive and regulation, the ACER regulation, the infrastructure regulation, the electricity security of supply directive, the energy efficiency directive and the renewables directive. The network codes of the electricity grid could also be affected.
